The right to assembly is based on Article 8 of the Basic Law and is regulated in more detail in the Assembly Act (VersG NRW). In principle, an assembly does not require a permit, but must be registered. Assemblies must be reported to the district police authority at least 48 hours before the public announcement, and the relevant forms can be requested.

An assembly is a gathering of people that is intended to jointly discuss or announce matters of general interest with the aim of forming public opinion. This includes various types of assembly. It can be a typical assembly with speeches, vigils or marches.

As part of the registration procedure, a cooperation meeting is held with the organizer and/or leader of the assembly in order to plan a smooth process. The authority is responsible for restricting the subsequent order. For larger assemblies - from a number of 50 people - the deployment of stewards is required to ensure a peaceful and disruption-free process.
